The root word is develop. It's the clipped version of the word "developer". Dev = developer.

Demo

Demo = demonstration.

The demon part.

Well... there's no verified recording or transcript, but the quote comes from Barbara Honegger, who was part of the Reagan transition team. She claimed Casey said it during a meeting in early 1981. Her account? He said it casually, as if commenting on the weather.

Could he have said it?

Absolutely. It's on-brand for Cold War-era spooks.
